HELLO.....I KNOW NOTHING of this item or how to describe it. All I can tell you is that it was found in a garage with other garage stuff. It looks like there is some kind of an AMP meter that revolves around by using the red disk near the top. It moves fine.There is a small black switch next to this that also moves fine. Another larger clip button handle moves the top claw as you push it in. It looks like there is 2 holes for some kind of plug that is not included (unless I lost it...I can look around for it). Thanks for your understanding with my explaination of this item. I think this may be vintage but I am not sure.
