Purchased from an MRO inventory where it was stored in an open bin with many others (20+ pcs), and is believed to be new (not really sure though!). A bit dusty on the bottom from storage.
I have made an honest and fair evaluation of this item, but I am only human. I do miss things occasionally, and if it is not as I have represented it, I certainly will do what I can to "make it right".
